The InCommon Steering Committee provides strategic governance and high-level oversight for the InCommon Federation and community activities. This governing body establishes policies, sets strategic direction, and ensures our services support the research and education mission.

Kevin M. Morooney is the Vice President of Trust and Identity Services & NET+ Cloud Services at Internet2. He spends his days ensuring that university systems are secure and that faculty and students can easily and safely access essential online tools. With nearly three decades of IT leadership, Kevin is a recognized expert in Higher Education IT, specializing in digital identity, security, and cloud technology for the research and education (R&E) community.
Prior to joining Internet2, Kevin served as Vice Provost for Information Technology and Chief Information Officer (CIO) at Penn State. During his nine-year tenure, he oversaw over 80 services across the university’s 24 campuses, leading major modernization projects to secure and manage the university’s systems. This list of notable projects included a project supporting faculty and students in their use of National Science Foundation supercomputer centers and emerging high-performance computing capabilities on campus.
Even at Penn State, Kevin was a major contributor to Internet2, serving as Chair of the InCommon Steering Committee, which focuses on digital identity and trust services across Higher Ed. Kevin holds a B.S. in Engineering Science and Mechanics from Virginia Tech and is known as an exceptional, warm, and effective leader.

Ann West is the Senior Director of InCommon Strategic Partnerships and Research at Internet2. She works directly with the research and education community to determine what new technology capabilities campuses need, and then partners with IT leaders to bring those ideas to reality.
Ann is a foundational expert in Identity and Access Management (IAM)—the technology that ensures the right person has access to the right digital tools. She has been deeply involved for more than three decades and loved the community experience so much that she joined Internet2 to lead outreach for several large projects funded by the National Science Foundation (NSF).
As the former Associate Vice President for Trust and Identity, Ann’s work has been instrumental in the Trust & Identity ecosystem. This includes evangelizing the adoption of IAM practices, growing the community of IAM practitioners, collaborating with the US government and higher education on identity assurance standards and practices, developing and managing third-party support programs, and expanding services like eduroam, a service that provides secure Wi-Fi access on campuses worldwide.
Ann’s current work specializes in the complex, long-term infrastructure projects that require community buy-in and strong partnerships to succeed.
ASSOCIATE VICE PRESIDENT, TRUST & IDENTITY, INTERNET2
Romy Bolton is Associate Vice President for Trust & Identity at Internet2. Romy leads key staff supporting eduroam and InCommon Federation as well as the InCommon Academy. She oversees major initiatives, and implements strategic plans that support the core mission of educators and researchers nationwide. At Internet2, Romy manages senior leadership staff, facilitating strategic planning initiatives, including Futures2 planning and implementation.
A major part of Romy’s role is overseeing the management of InCommon services, which helps millions of users log in securely across various academic and research systems. Romy focuses on organizational improvement to make sure Internet2 delivers its services to the higher education community effectively.
Before her tenure at Internet2, Romy spent 17 years managing technology at the University of Iowa, directing teams that developed custom applications and websites. She holds an MBA from the University of Iowa, is certified as a Six Sigma Black Belt, and has taught in the Tippie College of Business at the University of Iowa and at Stephens College in Columbia, MO. She is a recognized conference speaker at EDUCAUSE and other major industry events.
The Technical Advisory Committee provides expert recommendations on the technical operation and management of the InCommon Federation. TAC members bring diverse perspectives from universities, research organizations, network providers, and solution developers to ensure our technical direction serves the entire community.

CTAB represents the InCommon community in all trust and assurance initiatives, including the Baseline Expectations for Trust in Federation. This board shepherds community consensus on trust frameworks and leads dispute resolution when participants need guidance.

CACTI serves as Internet2’s standing architecture strategy group, bringing together global community members to provide high-level guidance for trust and identity programs. This committee influences the strategic direction of all InCommon services and software.

The eduroam Advisory Committee helps formulate strategies for U.S. and global research and education wireless roaming networks. This committee ensures faculty, staff, and students enjoy seamless wireless access at participating institutions worldwide.
